At same time, the user needs to check out the file to edit it and others unable to see the changed file before the file has been checked in. It looks like it is only the workbook that is protected not sure cells have been protected but will check with the user Another problem I have now found is that in the spreadsheet provision was made for drop down selection which does not appear to be working in Excel online.
Some time back, when we were on prem, we had a lot of issues when by default documents were set to require checkout and found loads of users never checked documents back in. Also this is a requirement for the library and we do not want all documents to require checkout. I could not find a way to set unique permissions on this one file only.
If there is a way to do this please let me know the steps you follow to do it. Only option I see at the moment is create a separate library and set that as read only, move the file in there. Another option I just thought of is to change the link on the homepage that people use to open the document to open the document in Local App instead of web app.
I have just done this and will monitor to see if this resolves the problem. The drop down list works well in Excel online since it has the Data Validation ribbon the same with client. If you enable check out for the library, all files in this library could be checked out by user has correct permission, however, if you have Override Check-Out permission, you could discard or check in a document that is checked out to another user.
SharePoint: Unique Permissions. From tests we have done, drop down failed when in read only mode where the Data Validation toolbar is not visible. Open in App allows drop downs to be used whilst in read only. I have previously used Check out option and it was a headache.
